"[T]hey should be made to use it somehow" isn't a sensible route to go down; it should be the (non-)user's choice whether to use a piece of infrastructure. Perhaps Cambridge Cycling Campaign could arrange an investigative group ride for Ms Gallagher. What I don't understand is the juxtaposition of "they should be made to use it" and "there must be a reason for not using it".
